Continuity of Education Allowance (CEA)

CEA exists to provide continuity of education for the children of Service Personnel (SP) in recognition of the mobility that is an obligation of service life and, by supporting family mobility, it is a key contributor to operational effectiveness.

There is now a requirement for SP to acquire a new CEA Eligibility Certificate (CEA EC) when the child is preparing to enter the 6th Form stage of education - applications should be made at least a year in advance. This new requirement has been introduced to improve governance by ensuring that only those who are expected to remain eligible for CEA throughout their child's 6th Form stage of education will continue to receive it. Claimants should be re-assured that all applications will continue to be considered on an entirely fair basis and that the new measure will not remove eligibility from claimants who retain an entitlement during the 6th Form which itself remains a protected stage of education for CEA.

The fundamental criteria for eligibility to claim CEA remains an applicant's family mobility which encompasses two elements: a likelihood that the applicant will be assigned at least 50 miles from their current duty station in the next four years and that they serve accompanied in a family home within 50 miles of their duty station. The governance process, as set out in JSP 752, is designed to ensure that these conditions are satisfied.

Further details are available in JSP 752 and in 2018DIN01-020.
